Title: Treaty #3 Regional Community Energy Plan, Energy Resiliency and Implementation Planning
Due: October 9th, 2026

1.0 BACKGROUND

Grand Council Treaty #3 (GCT3) is the traditional government of the 28 Anishinaabe First Nations spanning northwestern Ontario and southeastern Manitoba. Guided by Anishinaabe law and Manito Aki Inakonigaawin, GCT#3 upholds the collective responsibility to protect the land, ensure community well-being, and advance long-term economic and energy sovereignty for the Anishinaabe Nation in Treaty #3.

Through the IESO Indigenous Energy Support Program (IESP), GCT#3 is developing a Regional Community Energy Plan to better understand energy needs and opportunities across Treaty #3. The project will bring together regional energy data, community priorities, energy monitoring, resiliency planning, and funding and partnership pathways to support practical implementation. GCT#3 is seeking a qualified consultant or consulting team to provide technical and strategic support that complements the internal project team and translates the Plan into clear, practical, community-informed actions.

2.0 OUTLINE OF SERVICES

Project will be completed in three integrated phases;

Phase 1: Technical Energy Data Analysis and Baseline Assessment
The consultant will:
• Review and analyze consolidated regional energy data, including consumption trends, infrastructure conditions, system performance, and energy-related risks across Treaty #3 communities.
• The consultant will prepare baseline energy summaries and supporting data tables, identify data deficiencies and planning considerations, and complete a technical gap analysis to inform energy planning, resiliency assessment, and implementation activities.

Phase 2: Regional Energy Engagement and Priority Assessment
The consultant will:
• Work with GCT3’s internal engagement team to synthesize findings from Elders, Knowledge Keepers, youth, community leadership, and technical staff. The work will assess regional energy priorities, resiliency needs, governance considerations, diesel reduction opportunities, renewable energy opportunities, and capacity-building requirements. Relevant cultural teachings and community priorities identified through the engagement process will be appropriately documented and translated into planning and governance recommendations for the Energy Strategy Implementation Plan.

Phase 3: Energy Monitoring, Funding and Partnership Pathways
The consultant will:
• Develop a practical energy monitoring and reporting framework, including indicators, performance measures, standardized reporting templates, data-sharing protocols, and privacy considerations. The consultant will also identify implementation pathways, timelines, sequencing, roles, responsibilities, and partnership requirements for priority initiatives emerging from the Energy Strategy Implementation Plan. Potential funding, financing, revenue, investment, and partnership opportunities will be assessed, with recommendations reviewed and refined in collaboration with relevant GCT3 departments.
• Identify implementation pathways, timelines, sequencing, roles, responsibilities and partnership requirements for priority initiatives.

Coordination, Reporting and Knowledge Sharing
The consultant will:
• Coordinate regularly with GCT3’s Economic Unit, Territorial Planning Unit, and other relevant departments. The consultant will participate in project meetings and review sessions as requested, incorporate reasonable consolidated feedback, provide final editable reports, tables, templates, and supporting materials, and support GCT3 in preparing clear and accessible materials for community-level knowledge sharing.

3.0 FEES FOR SERVICE

Proponent shall propose hourly, daily, block and/or fixed fees as they deem appropriate, to a maximum of $90,000.

4.0 CONFLICT OF INTEREST

Firms/consultants submitting bid packages should be sensitive to the potential conflicts of interest that may prevent their retention by GCT3. All potential conflicts must be disclosed in any bid package. Whether a conflict of interest is sufficient to prevent retention of a proponent is in the sole discretion of GCT3.

5.0 REQUIRED CONTENTS OF THE BID PACKAGE

A full bid package is required with the contents set out below:
• Outline a proposal and solution to the project, including methodology, work plan, timelines and project budget.
• Provide the firm/consultant name, address, contact person, areas of business and relevant experience.
• Identify proposed project team members and provide curriculum vitae and relevant experience.
• Provide two client references and disclose any potential conflicts of interest.
• Identify experience working with First Nations and/or First Nation organizations. Experience in Treaty #3 is preferred but not required.
• Demonstrate experience in energy planning, energy data analysis, energy monitoring, energy resiliency, implementation planning and culturally appropriate Indigenous engagement.

6.0 SELECTION CRITERIA

The evaluation criteria may include, but not be limited to, the following (in no order of importance)

• Assessment of the proponent’s understanding of Treaty #3 and the context in which GCT3 operates.
• Quality, completeness, and responsiveness of the proposal submitted.
• Proposed methodology, work plan, timeline, and approach to technical energy data, engagement, monitoring/reporting and implementation requirements.
• Qualifications, expertise, and past experience of the individuals conducting the work.
• Knowledge/familiarity with working on behalf of a First Nation client and understanding of Indigenous ownership, governance, data stewardship and traditional knowledge.
• Demonstrated experience with energy planning, energy data analysis, energy resiliency, monitoring/reporting and implementation planning.
• Cost effectiveness of proposal.
• Finalist interviews, references, and lack of conflicts of interest.

All packages submitted with the requirements will be reviewed and evaluated. GCT3 reserves the right to select a bid based on written material only.
Firms responding to this RFP may be requested to provide additional information or address specific requirements not fully explored in their initial submissions.
GCT3 reserves the right to reject any RFP submitted.

7.0 SUBMISSION INFORMATION

Firms/Consultants wishing to submit a bid package must prepare a package containing the required materials. The bid package must be received by GCT3 in electronic format (PDF or Word preferred) on or before October 9th, 2026, sent to:
