1.0 BACKGROUND
Treaty #3 Mandate:
Protecting the future of our people by ensuring the protection, preservation, and enhancement of Inherent and Treaty rights. This is achieved by advancing the exercise of:
• Inherent jurisdiction
• Sovereignty
• Nation-building and;
• Traditional Governance
• With the aim to preserve and build the Anishinaabe Nation’s goal of self-determination.
We accomplish these goals with Treaty/territory wide approaches in cooperation with communities, Tribal Councils and organizations who work with the Anishinaabe in Treaty #3. Within the Anishinaabe Nation in Treaty #3 our technical staff:
• Employ strategic approaches
• Develop capacity building plans to match self-government priorities
• Link political direction and programs through policy development and law making for a national system.
• Propose implementation options for the realization of a National Vision
• Promote new ways of doing business
• Provide policy and administrative support to the network of programs and services that operate in the Anishinaabe Nation
• Promote efficient, effective, transparent, and accountable Anishinaabe services
• Identify gaps and work to reduce gaps and overlap
• Act as a Secretariat to the National Assembly and Grand Council
• Provide administrative support to Chiefs committees
2.0 OUTLINE OF SERVICES
Grand Council Treaty #3 – Gikinoo’amaadiwin Education Department is inviting proposals from qualified proponents (individuals or firms) to turn existing Education Law records into three accurate historical timelines that document community engagements, meetings, and related work. These timelines will be used as an official record and may also support briefings and presentations as needed.
This work must be highly accurate and non-interpretive. The successful proponent must not construe, infer, or “fill gaps” with assumptions. Where possible, entries should include direct quotes and proper citations to the original source material.
Project objectives
• Produce three clear, consistent timelines that reflect what is documented in the record.
• Ensure every entry is traceable to source material through disciplined citation.
• Provide an interactive timeline and presentation/video assets that communicate the record clearly to intended audiences.
Deliverables
Three historical timelines (separate but consistent format)
Built from records provided by Grand Council Treaty #3 – Gikinoo’amaadiwin Education Department (e.g., meeting notes, engagement summaries, emails, reports).
Each timeline entry must include:
• Date (and time if available)
• Title/label of the event
• Short, factual summary of what occurred
• Key participants/organizations (if documented)
• Source citation(s) (document name + page/section, or link/reference ID)
• Optional: direct quote(s) where relevant
Interactive timeline experience
• A clickable timeline where selecting an event opens a detail view (summary + citations + quotes).
• Must be easy to navigate.
• Output must be shareable (e.g., web-based file, hosted page, or packaged offline format). Final format to be confirmed with the successful proponent.
Interactive presentation and/or video
• A polished briefing asset suitable for communicating the timelines.
• Clearly explains the timeline structure and highlights key phases/milestones.
• Must maintain the same citation discipline as the timelines.
Project record package
• A clean folder of final files plus an index of sources used.
• A “method note” describing:
o How records were reviewed
o How citations were applied
o How uncertainties/gaps were handled
Scope of work
• Review and extract key events from Education Law records.
• Organize events chronologically into three distinct timelines (categories/streams to be confirmed).
• Write concise, factual summaries without interpretation.
• Apply proper citations for every entry and include direct quotes where appropriate.
• Build an interactive timeline format that allows click-through details.
• Create an interactive presentation/video that communicates the timelines clearly.
• Maintain version control and provide drafts for review.
Accuracy and integrity requirements (non-negotiable)
• No assumptions, no interpretation, no “connecting dots” unless explicitly supported by the record.
• Unclear items must be flagged as Needs confirmation rather than guessed.
• Direct quotes must be quoted exactly and include exact source references.
• Citations are required for all content (summaries, claims, dates, and key decisions).
Required qualifications
Proponents should demonstrate:
• Experience developing timelines or structured records from source documentation (policy, governance, education, legal, or public-sector work is an asset).
• Strong analytical and research skills, including the ability to extract and organize information accurately.
• Excellent information management and data entry skills.
• Exceptional attention to detail and quality assurance practices.
• Proven ability to cite sources correctly and consistently.
• Ability to work independently, manage time effectively, and meet deadlines.
• Strong written communication skills and responsiveness during review cycles.
Tools and format preferences
Proposals must include:
• The timeline tool/platform you recommend (and why it is a good fit for the intended use).
• How you will handle citations within the timeline and presentation/video.
• The file formats you will deliver (e.g., PDF + interactive file + editable source files).
3.0 FEES FOR SERVICE
The Proponent will identify all fees for service in their proposal submission. Any fees accepted will be subject to review and written approval by Grand Council Treaty #3 prior to the commencement of work. The Proponent confirms that the proposed fees include all costs required to deliver the services as described, unless otherwise clearly identified in the proposal. Any additional costs, expenses, or disbursements (including travel) will only be reimbursed if pre-approved in writing by Grand Council Treaty #3 in advance and supported by receipts, where applicable.
4.0 CONFLICT OF INTEREST
The Proponent confirms that, to the best of their knowledge, there is no actual, potential, or perceived conflict of interest in relation to this RFP, including any personal, professional, or financial relationship with Grand Council Treaty #3 staff involved in the development, evaluation, or approval of this procurement. If a conflict of interest is identified at any point during the RFP process or during the term of any resulting agreement, the Proponent will disclose it immediately and cooperate with Grand Council Treaty #3 to determine appropriate mitigation measures.
5.0 REQUIRED CONTENTS OF THE BID PACKAGE
Please include:
• Proponent overview (individual or firm), including relevant experience.
• 2–3 examples of similar work (timelines, research synthesis, interactive presentations, documentation projects).
• Proposed approach and workplan, including:
o Intake and record review method
o Drafting and review cycles
o Quality assurance and accuracy checks
o How “Needs confirmation” items will be tracked and resolved
• Estimated timeline and milestones.
• Pricing: total cost estimate (or hourly rate + estimated hours) and what is included.
6.0 SELECTION CRITERIA
Proposals will be evaluated based on:
• Accuracy and citation discipline
• Clarity and usability of the timelines and interactive outputs
• Demonstrated experience with interactive timeline/presentation formats
• Proposed approach, quality assurance, and ability to meet deadlines
• Communication and responsiveness
• Price and overall value
