1.0 BACKGROUND
At the direction of the leadership, for the benefit/protection of the Citizens, the administrative office of Grand Council Treaty #3 (GCT3) protects, preserves and enhances Treaty and Anishinaabe in Treaty #3 rights.
This is achieved by advancing the exercise of:
- Inherent jurisdiction
- Sovereignty
- Nation-building and;
- Traditional Governance
- With the aim to preserve and build the Anishinaabe Nation’s goal of self-determination.
GCT3 accomplishes these goals through Treaty/territory-wide approaches in cooperation with communities, Tribal Councils and organizations that are delivering programs to Anishinaabe citizens.
Within the Anishinaabe Nation in Treaty #3 our technical staff:
- Employ strategic approaches to designing governing models, service delivery and Resource management options
- Develop capacity building plans to match self-government priorities
- Link political direction and service delivery through policy development and law making for a national system.
- Propose implementation options for the realization of a National Vision
- Promote new ways of doing business
- Provide policy and administrative support to the network of programs and services that operate in the Anishinaabe Nation
- Promote efficient, effective, transparent, and accountable Anishinaabe services
- Identify gaps and overlap in existing service delivery and create plans to reduce gaps and overlap
- Act as a Secretariat to the National Assembly and Grand Council
- Provide administrative support to Chiefs committees
2.0 OUTLINE OF SERVICES
Creation of a Draft Treaty #3 Climate Strategy that will guide the response of the Anishinaabe Nation in Treaty #3 to climate change, with particular emphasis on selecting what measures of climate action (within adaptation, mitigation, and advocacy) to pursue and prioritize.
The Strategy will build on ongoing communication with GCT3 and the following activities:
1. Review previous work on climate change in Treaty #3 conducted by or on behalf of GCT3 and the 28 Treaty #3 First Nations. Summarize the content and main findings of each study, project, or Chiefs’ Resolution, identify common themes, and gaps. Reports from these projects will be provided.
2. Analyze interview, focus group, survey, and engagement data. GCT3’s Territorial Planning Unit (TPU) is conducting a series of interviews, focus groups, and engagements with Traditional Knowledge Holders to gather community knowledge and preferences regarding climate change. The successful consultant will analyze the data and organize the information to identify the most pressing concerns and priorities of members of the Anishinaabe Nation in Treaty #3, as well as the most identified changes caused by climate change.
3. Identify expected climate impacts on First Nations in Treaty #3 with respect to the economy, health, traditional land-uses, culture, and spiritual wellbeing.
4. Identify effective methods that can mitigate or prevent negative consequences of climate change in Treaty #3 using established literature (preferably peer-reviewed) on climate adaptation and mitigation, other climate strategies, and the information from other parts of this study.
5. Identify major sources (sectoral and individual emitters) of greenhouse gas emissions linked to Treaty #3 Territory, both within the territory (i.e. GHG are emitted within the territory) and outside (i.e. GHG are emitted outside the territory, but because of consumption within it). The quantity of emissions of each source should be quantified, wherever possible.
6. Identify areas where Treaty #3 First Nations and GCT3 have already taken action to confront climate change (i.e. projects for climate mitigation and adaption, advocacy), based on the analysis above.
7. Recommend priorities for climate action in Treaty #3, and identify interactions (synergies or conflicts) between different measures of climate action, if applicable
Draft deliverables for services 1-6 should be completed by March 27, 2026. Final deliverables for all activities must be completed by June 26, 2026.
Note: The Draft Treaty #3 Climate Strategy will be reviewed and authorized by the Treaty #3 Chiefs in Assembly – a process led by the TPU after completion of this contract. In parallel, the TPU is developing a climate change toolkit to provide resources and capacity for climate action.
3.0 FEES FOR SERVICE
The budget outlined in this proposal will not exceed $40,000.00.
Applicant budget will include all related costs including but not limited to travel, salary, accommodations, benefits, taxes, etc.
Proponents shall propose hourly, daily, block and/or fixed fees as they deem appropriate.
4.0 CONFLICT OF INTEREST
Firms/consultants submitting bid packages should be sensitive to the potential for conflicts of interest that may prevent their retention by GCT3. All potential conflicts must be disclosed in any bid package. Whether a conflict of interest is sufficient to prevent retention of a proponent is in the sole discretion of GCT3.
5.0 REQUIRED CONTENTS OF THE BID PACKAGE
A full bid package is required with the contents set out below:
- The name, address and contact person for the firm, along with a brief description of the firm’s/consultant’s main areas of business and experience.
- The name(s) of the person(s) within the firm/consultant who proposes to do the work, along with their curriculum vitae and a description of relevant experience.
- A description of how the services listed above might be approached and organized by the firm/consultant. Inclusive of a draft work plan and objectives, and list of meetings with GCT3.
- The names and contact information of two clients who can provide references
- Disclosure of any potential conflicts of interest.
- Identification of any experience working with First Nations and/or First Nation organizations. Experience in Treaty #3 is preferred but not required.
6.0 SELECTION CRITERIA
The evaluation criteria may include, but not be limited to, the following (not in any order of importance):
- Assessment of responses to the RFP
- Assessment of the completeness of the RFP package
- Number, qualification/expertise and past experiences of the individuals who would be conducting the work for the contractor
- Knowledge/familiarity with working on behalf of a First Nation client
- Cost effectiveness of proposal
- Information obtained through references
- Lack of conflicts of interest
- Finalist interviews (if any) at the discretion of GCT3
All packages submitted with the requirements will be reviewed and evaluated. GCT3 reserves the right to select a bid based on written material only.
Firms responding to this RFP may be requested to provide additional information or address specific requirements not fully explored in their initial submissions.
GCT3 reserves the right to accept or reject any RFP submitted before the deadline.
7.0 SUBMISSION INFORMATION
Firms desiring clarification of points in this Request for Proposal (RFP) should contact johann.strube@treaty3.ca by January 20th, 2026. If information additional to that disclosed in the RFP is supplied, this information will be provided to all firms receiving the RFP.
Firms/Consultants wishing to submit a bid package should, at a minimum, prepare a package containing the required materials. The bid package must be received by GCT3 on or before January 30, 2026, emailed to Johann Strube, johann.strube@treaty3.ca.
The successful applicant will be notified by February 4, 2026.
Proposals will not be accepted by facsimile. Late proposals will not be accepted.
